Onslow Victims Center provides free and confidential support for immigrant survivors of domestic violence, sexual assault, human trafficking, stalking, and abuse.

You have the right to seek support, safety, and legal options regardless of your immigration status. If someone is hurting you, threatening you, controlling your documents, using your immigration status against you, or making you feel unsafe, help is available.

OVC advocates can help with safety planning, crisis support, hospital advocacy, court support, shelter screening, and referrals to trusted legal and community resources.

Why This Support Matters

Statistics cannot capture every survivor’s experience, but they show why safe, confidential, and culturally responsive support matters.

A 2025 Alliance for Immigrant Survivors survey found that many advocates are seeing immigrant survivors hesitate to seek help because of fear connected to law enforcement, court, and immigration status. In that survey, 76% of advocates reported that immigrant survivors had concerns about contacting police to report domestic violence or sexual assault, 50% had worked with survivors who dropped civil or criminal cases because they were afraid to continue, and 70.3% reported concerns about going to court for matters related to an abuser.

Human trafficking is also a serious concern. The National Human Trafficking Hotline reported that since 2007, it has identified 112,822 human trafficking cases involving 218,568 victims. In 2024 alone, the hotline identified 11,999 cases involving 21,865 victims. These numbers include both sex trafficking and labor trafficking situations.

In North Carolina, anyone living in the state can file for a Domestic Violence Protective Order, regardless of citizenship or immigration status.

Power & Control Connected to Immigration Status

Domestic violence is about power and control. For immigrant survivors, abuse may include physical violence, emotional abuse, sexual violence, financial control, stalking, threats, isolation, or intimidation.

Abuse may also include immigration related threats or control, such as:

• Threatening to call immigration authorities

• Hiding, destroying, or refusing to return passports, visas, green cards, work permits, birth certificates, or other important documents

• Refusing to file immigration paperwork or threatening to withdraw paperwork

• Lying about what will happen if the survivor asks for help

• Preventing someone from learning English, working, going to school, or contacting family

• Threatening to take children, pets, housing, money, or documents

• Using fear of deportation to keep someone silent or isolated

You do not have to prove that what happened was “bad enough” to ask for help. If something feels unsafe, controlling, or harmful, you can reach out.

Support After Sexual Assault

Sexual assault is never the survivor’s fault. Immigrant survivors deserve care that is respectful, confidential, and centered on their choices.

Sexual violence can include any sexual contact, pressure, coercion, exploitation, or activity that happens without clear and freely given consent. It can also include threats or control connected to someone’s immigration status, language, documents, housing, work, relationship, or personal history.

OVC advocates can help survivors talk through options at their own pace. Support may include hospital advocacy, safety planning, emotional support, and referrals. You do not have to report to law enforcement to call and speak with an advocate.

RAINN confirms that its National Sexual Assault Hotline provides free, confidential, 24/7 support in English and Spanish by phone, chat, or text.

Human Trafficking & Exploitation

Human trafficking can include sex trafficking, labor trafficking, or exploitation through force, fraud, or coercion. It does not always look like kidnapping or physical restraint. Sometimes trafficking happens through fear, threats, debt, housing, transportation, documents, work, relationships, or immigration status.

Trafficking may look like someone:

• Forcing, pressuring, or manipulating a person to trade sex for money, housing, food, transportation, substances, or safety

• Making someone work without fair pay, freedom, or safe conditions

• Controlling someone’s ID, passport, phone, money, transportation, schedule, or movement

• Threatening deportation, arrest, violence, shame, or harm to family

• Creating debt or using housing, food, or protection to keep someone trapped

• Offering love, family, safety, or support, then using that connection to exploit them

If something feels unsafe or exploitative, support is available. You can call OVC to talk with an advocate.

The National Human Trafficking Hotline is available 24/7 in more than 200 languages and provides confidential support for people experiencing sex trafficking or labor trafficking.

You Have Rights, Regardless of Immigration Status

Immigrant survivors may have legal options related to safety, court protection, immigration, housing, public benefits, family law, or employment. You do not have to know which legal option fits before reaching out.

OVC does not provide immigration legal advice, but advocates can help connect survivors with trusted legal resources.

Immigration Legal Options May Be Available

Some immigrant survivors may qualify for immigration protections because of domestic violence, sexual assault, human trafficking, or other crimes. Legal Aid of North Carolina’s Immigration Pathways for Victims, also known as IMMPAV, provides free immigration assistance to immigrant survivors of domestic violence, sexual assault, and human trafficking across North Carolina. Their listed services include VAWA self petitions, U visas, T visas, adjustment of status, and removal defense for qualifying survivors.

Possible legal options may include:

• VAWA Self Petition: May be available for certain abused spouses, children, or parents of U.S. citizens or lawful permanent residents

• U Visa: May be available for victims of certain crimes, including domestic violence, sexual assault, and human trafficking

• T Visa: May be available for survivors of human trafficking

• Removal Defense: May be important for survivors who are in immigration court or facing deportation

• Adjustment of Status: May be available for some survivors with approved immigration protections

Protective Orders and Court Support

In North Carolina, anyone living in the state can file for a Domestic Violence Protective Order, regardless of citizenship or immigration status. A 50B protective order may be an option when the abuse involves a qualifying relationship. A 50C civil no contact order may be an option for sexual assault or stalking when the survivor does not have the type of relationship needed for a 50B.

Language Access in Court

North Carolina courts provide interpreters at no cost for many civil and criminal court proceedings, including proceedings before a judge, magistrate, or clerk of court. The Judicial Branch also explains that court interpreter requests should be made ahead of time when possible.

Be Careful of Immigration Scams

Immigration law is complicated. Survivors should speak with a licensed immigration attorney or a DOJ accredited representative working through a DOJ recognized organization before filing immigration paperwork or paying someone for help. The FTC warns that only an immigration attorney or someone authorized by the U.S. Department of Justice can give immigration advice.

Helps eligible survivors of domestic violence, sexual assault, stalking, and human trafficking keep a new address confidential after moving or while in the process of moving for safety.

North Carolina Judicial Branch Language Access Services

Provides court interpreters at no cost for many civil and criminal court proceedings. Survivors can request an interpreter before court when possible.

A free, confidential, multilingual resource and referral system available 24/7 in all North Carolina counties. NC 211 can help connect people with basic needs, housing, food, healthcare, transportation, and other local supports.
